Job Description

A Stevenage based biotech is recruiting for Category Procurement Specialist who will provide expertise across a range of category areas and take control of projects from end to end.  This is an influential role working with internal and external stakeholders to provide expert advice, see projects through from end to end and mange multiple tenders at any time.  The site is doubling in size which means there is considerable growth in the role along with longer term progression.


The company is a not for profit organisation thus they follow grant funding rules you will need to have a strong understanding of public sector procurement and tender processes.  With the ability to work across a range of categories and adapt to a range of requests in this collaborative, fast paced environment.  To enable the scientists to achieve amazing things to bring these life changing therapies to the patients.


The Company


The company are a centre of excellence that is at the forefront of creating a viable and sustainable cell and gene therapy industry. They have constructed a purpose-built manufacturing centre which opened at the end of 2017 and immediately after opening additional funding was allocated for the centre to be doubled in size due to the demand for their services.  This originally consisted of 6 clean room suites out for collaborators to use to manufacture advanced therapies for use in clinical trials.  This has now expanded to 12 clean rooms suites to keep pace with demand from the sector for their expertise and support the growth of this sector.


The Role


The purpose of the Category Procurement Specialist is to enact the strategy for the team, that you will have a key role in establishing,  and be an expert in all aspects of procurement.  As this is a senior role in the team you will be working closely with the Manager, acting as their deputy, to provide expertise in all category areas. 


You will be a key point of contact for complex category matters to ensure compliance with relevant legislation is maintained and any restrictions such as OJEU processes.  As an expert you will be advising on OJEU processes and procedures for the company and working with a range of internal and external stakeholders.  


You will take the lead on delivering a range of objectives that includes financial savings, and the optimization of the P2P process, framework, and supply chain improvements.  Taking the responsibility for drafting specifications, selection criteria, contract schedules and questionnaires.  As well as other day to day activities such as managing e – sourcing, evaluation brief, evaluation models, the preparation of reports and proposals.

Desired Skills and Experience:


For this opportunity you will need to have experience or procurement in the public sector with the ability to manage a range of tender processes at any one time and work across a range of categories.  You will need to have good knowledge of OJEU regulations with diverse category knowledge.  With a clear understanding of how to handle tenders in line with Public Sector Regulations 2015.  With demonstrable procurement experience with evidence of cost savings on projects, and knowledge of contract, category management, and legal aspects as well.  With the ability to take on projects and oversee these from end to end by working on your own.  With the ability to adapt to deal with changing priorities as driven by the business.  A CIPS Graduate Diploma in Purchasing & Supply level six or working towards this or with a lower level is advantageous.
